Construction is underway on a $6.5 million renovation project for the Tennessee Department of Environment & Conservation (TDEC) at Big Ridge State Park in East Tennessee. The project includes the full-scale restoration of 19 historic cabins originally constructed by the Civilian Conservation Corps (CCC) in the 1930s along the shores of Norris Lake.

After nearly a century of service to park visitors, the cabins require extensive structural, systems, and safety upgrades. J&S Construction is partnering with Knoxville-based designer Sparkman and Associates to ensure the renovations meet the Secretary of the Interior’s Standards for the Treatment of Historic Properties. These nationally recognized standards guide the careful preservation and rehabilitation of historic structures while safeguarding their character, integrity, and craftsmanship as modern improvements are introduced.

The 12-month project scope includes major structural repairs such as foundation rebuilding, floor framing rehabilitation, and chimney reconstruction with masonry restoration. Roofing systems are being fully replaced using historically accurate wood shingles, while fireplaces are being carefully restored to working condition. New energy-efficient windows, designed to replicate the original historic profiles, are also being installed.

Interior renovations include refinishing floors, ceilings, and walls, along with the meticulous restoration of original woodwork to preserve the craftsmanship of the CCC era. Modern mechanical, electrical, and plumbing systems are being upgraded throughout the cabins to meet current safety codes and efficiency standards, enhancing comfort while respecting the historic fabric of each structure.

This work will extend the life of the cabins while preserving their historical significance and ensuring they remain functional and welcoming for future generations of park visitors.

J&S Construction brings a proven track record in historic cabin rehabilitation, including a previous TDEC project at Standing Stone State Park, where the team restored 10 CCC-era cabins. That work included structural repairs, historically accurate exterior restoration, and interior upgrades such as new HVAC systems, electrical service, plumbing, and modernized bathrooms.

Building on that experience, J&S Construction is applying a deep understanding of historic preservation practices alongside modern construction standards at Big Ridge State Park. The result will be a thoughtful restoration that honors the park’s cultural heritage while enhancing safety, comfort, and energy efficiency.
